The two charges to check first
Most international passengers should check two separate charges. The travel tax is collected for TIEZA. The passenger service charge, often called the terminal fee, goes to the airport operator. Airlines usually place both in the ticket price when they apply 1,3.
TIEZA lists the full travel tax at ₱1,620 for economy class and ₱2,700 for first class. The person who pays is determined by citizenship, immigration status and length of stay, not by the airport used 1,2.
At NAIA, the international passenger service charge is ₱950 for each departure. NNIC says the charge applies once per journey and does not apply to an arriving passenger. Its current framework keeps the international exemption for OFWs 3.
Official rates you can add
Use the rate for your actual airport and ticket class. The table includes rates that current official pages state directly. An airport rate can change, so check the linked airport page before payment 3,4.
| Charge | Amount | When it applies |
|---|---|---|
| Travel tax, full economy | ₱1,620 1 | A covered passenger leaving the Philippines |
| Travel tax, full first class | ₱2,700 1 | A covered passenger leaving the Philippines |
| NAIA international passenger service charge | ₱950 3 | An international departure from NAIA |
| NAIA domestic passenger service charge | ₱390 3 | A domestic departure from NAIA |
| Clark international passenger service charge | ₱830 exclusive of VAT 4 | An international departure from Clark |
| Clark domestic passenger service charge | ₱370 inclusive of VAT 4 | A domestic departure from Clark |
Worked example 1: foreign tourist leaving from NAIA
Assume a foreign tourist has stayed in the Philippines for less than one year and leaves on an international flight from NAIA. TIEZA does not place that traveller in a taxable group. The NAIA international passenger service charge is ₱950. The total of these two charges is ₱950 2,3.
A permanent resident foreigner is treated differently for travel tax. A non-immigrant foreigner who has stayed for more than one year can be taxable too. Check the immigration status and continuous stay rather than relying on the word tourist in an airline booking 2.
Worked example 2: OFW leaving from NAIA
Assume a documented OFW leaves on an international flight from NAIA. TIEZA lists OFWs as travel-tax exempt. NNIC states that OFWs remain exempt from the international passenger service charge. The total of these two official charges is ₱0 2,3.
The airline may collect a charge in the ticket before the exemption is processed. Keep the documents that prove OFW status and use the airport or airline refund process if a passenger service charge was collected 3. Airfare and optional airline services are outside this calculation.
Worked example 3: Filipino permanent resident abroad
Assume a Filipino permanent resident abroad stayed in the Philippines for less than one year and leaves from NAIA in economy. TIEZA lists this group as exempt when the required proof is presented. The traveller still pays the ₱950 NAIA passenger service charge if no separate airport exemption applies. The total of the two charges is ₱950 2,3.
The everyday term balikbayan covers several situations. It is not enough by itself to set the fee. The TIEZA exemption rests on permanent residence abroad, a stay of less than one year and the documents TIEZA requires 2.
What is not in these totals
The totals do not include the ticket price, baggage, seat choice, meals, visa charges or fees collected by another country. Those charges depend on the airline and itinerary.
They do not include the proposed CAISS user fee. BI described a proposed USD 4 charge, about ₱247, but said on 24 September 2026 that CAISS remained under evaluation and no final decision had been made. A proposed amount should not be added to a current trip budget as an approved charge 5.
Check the fare breakdown before paying TIEZA a second time. TIEZA says airlines collect the tax on covered tickets issued in the Philippines. A traveller with an exemption should obtain the required certificate or refund rather than assume the airline can infer status 1,2.
Common questions
How much does a full-rate Filipino pay at NAIA in economy?
₱2,570 in travel tax and international passenger service charge. That is ₱1,620 plus ₱950 1,3.
Does a foreign tourist pay the Philippine travel tax?
A non-immigrant foreign visitor who stayed less than one year is not covered. Permanent residents and visitors who stayed more than one year can be taxable 2.
Does an OFW pay the NAIA terminal fee?

Does every balikbayan pay the same amount?

Should I add ₱480 for CAISS to my ticket budget?
No. BI said on 24 September 2026 that the project had no final decision 5.
