Current Clark terminal fees
A Malaya Business Insight comparison of Philippine airport fees, published on 19 September 2025, listed Clark at ₱750 for international departures and ₱315 for domestic departures 1. These were lower than NAIA's new rates of ₱950 and ₱390 in the same report 1.
The airport's own notice of a rate adjustment does not state the rates in force before the change 2. We did not find a current rate page on the operator's website that confirms the figures in force today.
The proposed December 2025 adjustment
LIPAD posted a notice of application to adjust airport user fees and charges. It proposed a domestic PSC of ₱370, described as a 10 percent increase plus 12 percent VAT, and an international PSC of ₱830, described as a 10 percent increase 2.
The notice set 1 December 2025 as the proposed implementation date. It cited annual inflation and rising administrative, maintenance and operating costs. The VAT component follows Bureau of Internal Revenue Revenue Regulation No. 009-2025 2.
The same application covers landing and takeoff fees, aircraft parking and tacking fees 2. The notice does not name the body that approves the change, and we found no published approval.
Who sets Clark's fees
Clark is privately run. LIPAD operates it under an operations and maintenance concession agreement with the Bases Conversion and Development Authority (BCDA). Fee changes are requested under Section 22.3 and Annex 7 of that agreement 2.
CAAP rate orders do not apply at Clark. BusinessWorld reported that CAAP's April 2025 increase did not cover NAIA, Mactan-Cebu, Clark or Caticlan 5. The April 2026 cut at CAAP airports excluded Clark too 6,7.
How the fee is collected
From 1 January 2021, domestic and international terminal fees at Clark were included in airline ticket prices. Passengers who bought tickets from that date no longer paid at the airport. Seventeen airlines signed an agreement with LIPAD for the change 3.
The airport's own FAQ gives a later date. It says terminal fees are included in tickets starting 1 April 2022 4. The two dates come from the same operator at different times, and we show both.
Exemptions and refunds
Clark lists these exemptions from the PSC: passengers denied entry, OFWs, athletes certified by the Philippine Sports Commission, deportees, passengers with a valid Hajj visa, diplomats returning to work abroad, infants, and flight and extra crew 2.
Exempt passengers who paid the fee in their ticket can file a refund claim within one year of the flight date. Claims go to the CRK Terminal Fee Refund counter or online. Bring the boarding pass or ticket, a passport or government ID, and the exemption certificate, such as the Overseas Employment Certificate. The refund is paid in cash 2.
Refund requests made before 1 July 2022 are referred to the airline 2. OFWs can request a refund at the international departure gates 4.
