Since 14 September 2025, the passenger service charge at Manila's Ninoy Aquino International Airport (NAIA) is ₱950 for international departures and ₱390 for domestic departures. The old rates were ₱550 and ₱200 1. The increase came one year after New NAIA Infra Corp. (NNIC) took over the airport, under MIAA Administrative Order No. 1, Series of 2024 4. The fee is usually included in your ticket 6. OFWs stay exempt from the international charge 3.

Current NAIA terminal fees

NNIC raised the passenger service charge (PSC) to ₱950 for international departures and ₱390 for domestic departures on 14 September 2025, the first anniversary of the private takeover 1. BusinessWorld reported that the new rates started that Sunday 2.

The PSC is paid once per journey by departing passengers only 3. Arriving passengers do not pay it.

MIAA General Manager Eric Jose Ines said the PSC had not changed in more than 20 years 1. Gulf News described it as the first increase since 2000 7.

Before and after privatisation

The Manila International Airport Authority (MIAA) collected the PSC until the turnover. NNIC, formerly the SMC SAP & Co. Consortium, holds a ₱170.6 billion contract to run, maintain and upgrade NAIA for 25 years 2. The takeover was set for 14 September 2024 5.

The contract kept the old PSC for the first year. PortCalls reported in September 2024 that the higher rates would apply from the first anniversary of the start of operations 5.

The MIAA order behind the increase

The rates come from MIAA Administrative Order No. 1, Series of 2024. Context.ph reported that the Department of Transportation and the Cabinet approved the order, and that the Asian Development Bank reviewed it as a government adviser 4. The order took effect 15 days after publication and replaced fees set in 2000 5.

The same order revised other charges. Landing, aircraft parking, tacking and cargo terminal fees changed when NNIC started operations. Car parking for the first two hours was set at ₱50, buses at ₱100 and motorcycles at ₱20 5.

Acting Transportation Secretary Giovanni Lopez defended the increase as part of the concession signed with NNIC 1. NNIC said the increase was mandated by the government and not its own decision 4.

What is in your ticket

Airlines collect the NAIA PSC in the ticket price. PortCalls reported that NAIA built the domestic fee into tickets in 2013 and the international fee in 2017 11. A Philippine Embassy advisory gives 1 November 2014 as the start of ticket integration for the international fee 8. The dates differ between sources.

Manila Bulletin noted the fee is often already in the price of tickets bought from airlines 6. The travel tax is a different charge. Manila Bulletin listed it at ₱1,620 for economy and ₱2,700 for first class 6.

We did not find an official NNIC or MIAA notice saying how tickets issued before 14 September 2025 for later flights were treated 1.

OFWs, other exemptions and refunds

OFWs stopped paying the NAIA terminal fee on 30 April 2017 9. NNIC said in September 2025 that OFWs remain fully exempt from the international PSC and that "their exemption from terminal fees continues under the new framework" 3.

PortCalls listed infants, OFWs and flight and extra crew among exempt passengers under the 2024 order 5. Manila Bulletin listed OFWs, Hajj and Umrah pilgrims and athletes going to international competitions 6.

Exempt passengers who paid the fee in a ticket can claim it back at the airport after immigration or at the MIAA Administration Building collection office on MIA Road, Pasay City, Monday to Friday, 8:00 a.m. to 5:00 p.m. OFWs show the airport copy of the OEC, proof of payment and the boarding pass 8.

Rappler reported in November 2018 that MIAA held ₱277.65 million in terminal fees for refund in a trust account. MIAA General Manager Ed Monreal said, "The money does not belong to MIAA" 10.

Objections and the operator's case

The SUKI Network said NNIC could profit without the increase and pointed to MIAA's 2024 net income of ₱7.64 billion. A petition at the Supreme Court seeks to cancel the NNIC concession 1.

Gulf News reported that lawyers Joel R. Butuyan and Antonio Gabriel M. La Viña challenged the revised order on grounds of due process, equitable treatment and affordability 7.

NNIC said the new rates "will only match other local airports and remain among the lowest in Asia" 2. It said the rates are still below inflation-adjusted levels, which it estimated at ₱1,300 to ₱1,400 for international and ₱480 to ₱520 for domestic departures 7.
