Published CAAP rates
CAAP Memorandum Circular 019-2025 set ₱900 for an international departure and ₱350 for a domestic departure from a CAAP international airport 3.
CAAP identifies Laoag as the international airport in Area Center I. Its 2026 procurement records show continuing CAAP operation and terminal work 1,2.
The source review found no later Laoag-specific rate notice. A project announcement or terminal opening does not change the charge without an approved rate instrument.

Collection in the ticket
CAAP's point-of-sale rules integrate the domestic passenger service charge into airline tickets 4.
A traveller should inspect the taxes and fees section of the receipt. A charge shown there should not be collected again at the terminal.
The terminal charge is separate from the Philippine travel tax. TIEZA applies its own rules to qualifying international departures.
Exemptions and refunds
CAAP rules list defined exemptions, including young children and airline crew. The international list covers qualified OFWs and other stated groups 4.
Keep the ticket and status document for a refund request if an exemption applies after collection 4.
An airport-fee exemption does not decide travel-tax status. Each charge has its own legal basis and evidence rules.
Current official evidence
CAAP's Area Center I procurement page lists airport supplies, equipment and terminal-related work at Laoag throughout 2026 2.
A separate CAAP procurement record covers completion of passenger-terminal expansion work 5. These records support operator and facility status, not a different passenger charge.
