Published CAAP rate
CAAP Memorandum Circular 019-2025 set a ₱300 domestic passenger service charge for Principal Class 1 airports. CAAP's own airport directory classifies Bacolod-Silay in that group 2,3.
The schedule applies to tickets bought on or after 21 April 2025. A ticket bought earlier keeps the charge collected under the older schedule 3.
CAAP was still procuring expansion works for Bacolod-Silay in 2026. That official record supports continuing CAAP operation, but construction work does not itself alter the passenger fee 1.
Rate table
| Departure | Published charge | Basis |
|---|---|---|
| Domestic | ₱300 3 | CAAP Principal Class 1 schedule |
| International | Confirm before booking | No scheduled international service or Bacolod-specific charge established by the cited record |
How the charge is collected
CAAP calls the terminal fee a passenger service charge. Its integration rules require collection at the point of airline ticket sale 4.
Check the taxes and fees part of the booking receipt. A charge already present there should not be paid again at the terminal.
The passenger service charge is not the TIEZA travel tax. The travel tax uses separate citizenship, residence and trip rules.
Exemptions and refunds
CAAP's integration rules exempt children aged two or below and operating crew from the domestic passenger service charge 4.
A passenger charged in error should follow the airline or airport refund process and keep the ticket and proof of eligibility 4.
An OFW exemption in the same rules concerns qualifying international passenger service charges. It does not create a general domestic exemption 4.
What to check
- The passenger service charge line in the booking receipt
- The ticket purchase date
- The traveller's age or crew status for a domestic exemption
- Any separate TIEZA travel-tax line
