Published terminal fees
CAAP's 2025 passenger service charge schedule sets ₱900 for international departures and ₱350 for domestic departures at CAAP international airports. The schedule applies to tickets bought from 21 April 2025 2.
CAAP's Area Center VI procurement page lists 2026 works at Kalibo International Airport. That is current official evidence of CAAP operation for this fee guide 1.
No later Kalibo-specific rate notice appears in the official sources checked on 19 October 2026. Use the airline receipt to confirm the amount collected for the actual ticket.
Rate table
Ticket collection
CAAP rules integrate the passenger service charge into the airline ticket. The airline collects and remits it rather than sending an ordinary passenger to pay the same fee at a counter 3.
A departure fee appears once for the departing leg. A return itinerary can include a charge at the other airport for its own departure.
Travel tax is separate. A covered passenger leaving the Philippines on an international Kalibo flight may have both TIEZA travel tax and the Kalibo passenger service charge in the fare breakdown.
Exemptions
CAAP's rules identify exempt categories, including infants, crew, passengers denied entry, defined transfer passengers and OFWs on international travel 3.
When an exempt passenger paid the charge in a ticket, the airline or airport refund process requires proof. Keep the ticket, boarding record and the document supporting the exemption 3.
An international passenger-service-charge exemption does not automatically create a travel-tax exemption. Check both sets of rules.
The proposed airport PPP
The PPP Center pipeline lists a proposed Kalibo project for operation, maintenance, upgrades, systems and terminal construction. The proponent named in that pipeline is Mega 7 Construction 4.
A pipeline entry is not proof that a concessionaire has taken over. CAAP was still publishing Kalibo procurements in 2026, including terminal work and an OFW lounge 1.
The cited official record does not show a signed handover or a new private-operator passenger charge. The CAAP schedule remains the published rate used on this page 1,24.
