Current Bohol-Panglao terminal fees
Malaya Business Insight listed Bohol at ₱900 for international and ₱350 for domestic departures in a comparison of Philippine airports published on 19 September 2025 1.
These figures match the rates CAAP set for its international airport class from 21 April 2025, when the airport was still under the government 5. We did not find a fee schedule from Aboitiz InfraCapital that confirms the rate in force today.
The 2025 handover to Aboitiz InfraCapital
The Department of Transportation and CAAP completed the turnover of Bohol-Panglao to Aboitiz InfraCapital Inc. (AIC) on 16 June 2025 3. The Philippine Star reported AIC would spend ₱4.53 billion on upgrades 2.
AIC plans to raise capacity to 2.5 million passengers a year within two years and to 3.9 million by 2030 2. Bohol-Panglao is AIC's third airport after Mactan-Cebu and Laguindingan 3.
AIC chief executive Cosette Canilao said, "We are excited to officially begin operations at Bohol-Panglao International Airport" 3.
How fees are set under the concession
CAAP's project information memorandum for the airport says airport charges and their indexation are regulated by the concession agreement. The project came from an unsolicited proposal by Aboitiz InfraCapital that went through a comparative challenge 4.
Under the memorandum, aeronautical fees are adjusted for inflation every three years. After the first capacity expansion, the PSC can be adjusted with a Capacity Augmentation Passenger Service Charge formula that recovers the investment. The operator can ask for a PSC adjustment only after meeting performance targets 4.
The Department of Transportation and CAAP are the implementing agencies. CAAP keeps responsibility for air traffic control 4.
The concessionaire finances, builds, operates and maintains the airport, and the government does not fund capital spending. The government is paid a share of gross revenue, with a minimum bid of 7 percent, plus fixed yearly payments that rise from ₱15 million in years one to five to ₱200 million in years 26 to 30 4.
How Bohol compares with other airports
In the September 2025 comparison, Bohol's ₱900 international and ₱350 domestic rates were the same as those listed for Davao and Iloilo. They were below Mactan-Cebu at ₱1,030 and ₱365, and above Clark at ₱750 and ₱315. NAIA's rates were ₱950 and ₱390 1.
The same report put Bohol's yearly traffic at 2.3 million passengers 1. SunStar described the airport as the country's ninth-busiest gateway 3.
CAAP rate changes and Panglao
The April 2026 cut in passenger service charges covered CAAP-run airports. ch-aviation reported that the order excluded privately run airports, naming Panglao along with NAIA, Clark and Cebu 6.
Travellers should not expect the reduced CAAP rates to apply at Panglao, as the airport was outside the order 6.
Exemptions
Under CAAP rules, children under two, transit passengers, passengers denied entry and OFWs on international flights are exempt from the PSC 7. We did not find a published exemption list from the new operator.
