What the signed contract says

The concession agreement fixes the initial domestic passenger service charge at ₱200 at handover. It identifies the components paid to the concessionaire, value-added tax and airline collection charge 1.

The same annex lets the concessionaire apply for a domestic increase to ₱300 and an international charge of ₱750 after handover. Those figures are not automatic. The contract ties them to the approval process in section 22.3.4 1.

CAAP's 2025 performance report records the handover on 26 April 2025. It names Aboitiz InfraCapital as the recipient, and the contract names its project company, Infrastructure A6C Corporation, as concessionaire 1,2.

Why the ticket is decisive

The official documents reviewed do not include a regulator notice granting the post-handover increase. The contract alone cannot prove that the higher rate took effect.

Check the passenger service charge in the airline fare breakdown. Keep the receipt if the amount differs from the initial contractual figure.

The fee is collected for airport use. It is separate from the TIEZA travel tax on qualifying international departures.

Exemptions

The contract exempts children aged two or below and airline crew from the domestic passenger service charge 1.

For international charges, the list includes OFWs, denied-entry passengers in the stated conditions, transfer passengers meeting the contract test, athletes endorsed by the Philippine Sports Commission and Hajj passengers 1.

An exemption claim needs the proof required by the operator or airline. Ask for the refund route if the charge was already collected.

What remains unconfirmed

No cited official notice confirms that the concessionaire obtained approval for the ₱300 domestic or ₱750 international charge by 19 October 2026.

This page records the signed baseline and the permitted application amounts without presenting a conditional figure as a current approved fee.
