Documents Philippine Immigration asks for at departure

Last checked 19 October 2026 · 6 official or direct sources

A regular Filipino tourist should present a valid passport, a boarding pass, a visa if the destination requires one, a confirmed round-trip ticket and eTravel registration 1,2. The 2023 revised departure guidelines were suspended, so the 2015 IACAT guidelines remain the official published framework 1,3. An immigration officer may refer a passenger to secondary inspection when the travel purpose, documents or circumstances raise a defined concern. The 2015 rules call for secondary inspection to finish within ten minutes as far as practicable, absent extraordinary circumstances 3.

Core documents for a tourist

BI's suspension notice lists the documents for a regular departing tourist: passport, destination visa when required, round-trip ticket, boarding pass and eTravel 1.

The passport must be usable for the destination and transit route. The traveller, not BI, remains responsible for meeting a foreign country's entry rules.

eTravel is an electronic government declaration. Registration is free at etravel.gov.ph 4.

Primary and secondary inspection

Primary inspection checks identity, documents and travel purpose. A passenger can be referred for secondary inspection when the officer identifies a red flag or a mismatch 1,3.

The 2015 guidelines list circumstances for automatic secondary inspection, including a first trip abroad by a minor with no parent or guardian, a traveller unable to show financial capacity whose trip is sponsored by a non-relative, and a person who stayed abroad for more than six months as a tourist and is departing again 3.

Secondary inspection is not a request for every tourist to carry every document named in the guidelines. BI said the extra evidence applies to the small group referred for further review 1,2.

Deferred departure and the right to travel

The Constitution protects the right to travel and allows impairment only in the interest of national security, public safety or public health as provided by law 5.

BI implements anti-trafficking law at ports. Its official position is that referral and deferred departure are protective measures used when documentation or the stated purpose does not withstand review 1,6.

The 2015 guidelines say a traveller who misrepresents an employment trip as tourism shall not be cleared. They require an affidavit of deferred departure when an initial trafficking determination is made 3.

The suspended 2023 revision

IACAT issued revised guidelines in 2023, then suspended implementation after Senate and public concerns. BI ordered port personnel to defer their use 1.

BI stated that the suspension retained the rules already in place. A later BI airport inspection report said officers were applying the same procedures as before 2.

A checklist copied from the suspended revision should not be presented as the current rule. This page uses the BI suspension notice and the published 2015 instrument.

If departure is deferred

  • Ask for the exact reason and the missing or inconsistent item
  • Keep copies of the affidavit or written record provided
  • Do not alter or fabricate a document
  • Use BI's official contact or complaint route for review
  • For an employment trip, resolve DMW documentation before booking a new departure
